Council dives into pool financing, replacing all three over three years


WAUSAU, Wis. (WSAU) - Wausau city officials have dived into future swimming pool rebuilding projects.

The City Council voted Tuesday night to borrow general obligation bonds to rebuild the city’s three municipal swimming pools. The Kaiser, Schullenberg and Memorial swimming pools were all built in 1963, and have exceeded their life expectancy.

City Finance Director Maryanne Groat says they wanted to spread the borrowing for the three pool projects over three years to minimize the financial impact while keeping it off the tax levy. “We had thought we would issue for Kiaser Pool this year, and then it’s being constructed next year in 2014, and then pool number two will be financed in 2014 for construction in 2015, and then pool three will be financed in 2015 for construction in 2015.”

Council President Lisa Rasmussen believes this plan to spread the financing out solves several problems, saying this “really allows us to achieve a solution to all three of our pools which we’ve been considering various options for for a very long time without increasing the levy to do it.”

Parks Director Bill Duncanson says with this financing, they can proceed with the design and construction schedule. Wausau officials had been considering a fourth municipal swimming pool, but Duncanson says that has recently been delayed. “They’ve determined they want to study the issue more, looking at demographics, growth, service areas, but at this point, the decision is made to look at it more but there is no decision to go forward with it at this time.”
